As for saying WoW expansions introduce more content, well it depends on how you look at it. It doesn't help that WoW and EVE are binary opposites so when you make a statement like that it's hard to agree or disagree as neither relates to eachother. I'll try anyway:
I've played Eve since release. I've played WoW since US release. (do I want a cookie? no )
Since I've been playing Eve it's changed dramatically to be almost unrecognisable, it's still a space game who's navigation is essentially point a click, but the way you play in terms of what to do to make money, how you approach combat, what you need to watch out for, what possible goals are...they don't stand still, since CCP are always tweaking. This can be annoying and make the game a bit inaccessable - I know people who have quit, come back, and can't play because they can't get their heads around the new systems.
Wow...well it's a younger game to be fair, but I can't see it radically changing ever. Battlegrounds/Honour system is about the most revolutionary thing they've done so far, but all it really seems to be is normal pvp in an enclosed space with a capture the flag element.
Also the different types of realms in WoW don't provide that much difference in gaming experience either - this is more due to the community than the intentions of the devs I think though.
Anyway, what does the new WoW expansion provide: Basically, two new races, new lands, new skills and some more minor stuff (from what I gather.) Oh the raised level cap too, I forgot that more grinding, yay. Like I've said I don't think WoW and EVE are at all similar so I don't think they'd need similar content, (what use is 'new lands'? maybe opening up jove space...thinking about it, I guess implimentation of deadspace complexes did that.) But I know they're working on the new bloodlines - wouldn't that constitute in a way as a new race? New skill books come out all the time to support new things they introduce to the game.
So if they spiced it up a bit, hyped up the bloodlines, made some new ships available, some new skills and put it one big content patch, called it an expansion - then how is it different from what WoW are doing? CCP would only be as justified in charging extra for it as Blizzard are.
I don't think there's any less work going on by CCP about introducing content to EVE than there is by Blizz to WoW...it's just CCP tend to introduce lots of little things you don't notice which subtley change the game, and then bigger things like Exodus which change things more dramatically.
